Prosecutors decline to charge USC student in domestic violence case

The Los Angeles City Attorney’s office said Saturday that it won’t file charges against a USC student who was arrested on suspicion of intimate partner violence in a university dorm earlier this year.

Police arrested Sa Lang Enoch Chang, 19, at Nemirovsky Residential College on Feb. 9, according to Los Angeles Police Department records. An ambulance crew treated an adult female victim, an LAPD spokesperson said.

Ivor Pine, a spokesperson for the City Attorney, did not immediately respond to questions about why prosecutors declined to charge Chang, but noted that the case can be re-opened any time before the statute of limitations expires — which is typically five years for domestic violence cases in California.

Chang did not respond to requests for comment.
